You can achieve some browning if boil under pressure (not in usual pressure cooker), but texture would be wrong, cos food wouldn't lose moister from surface.

I usually do 50/50 oil/water. You have to get the oil nice and hot first or it won't mix properly.
I prefer to cook in chlorine gas
