They didn't refill it. They gave me another cup, already filled with a lid and handed me a new straw. I just threw away my old cup after that.

This is all because of lazy ass delivery and drive thru customers. I love going to my restaurants and eating my meals hot and fresh as intended, not sitting in a bag for 30 minutes getting soggy or eating while driving like a fucking slob because it’ll be nigh inedible otherwise. Best part about dining in is that I like taking a refill for the road.

To my knowledge no fast food establishment charges for refills WHILE you are there. Leave and come back they will probably charge you again.

As far as I know, refills for soda are free as long as you ordered soda. They took the fountains back to behind the register to avoid people filing free water cups with soda.
If the customer fills their own drinks, it's free refills. That's why it is out there.
