"proper" garlic bread? You don't. If you're willing to cheat, buttered toast with a sprinkle of garlic powder.

I find melting the butter and then adding garlic powder before applying makes it way better. Garlic gets to rehydrate a little bit

I was gonna suggest making compound butter with fresh garlic, then spread it on toast, but realized that would be a good third to half the way to making proper garlic bread.

Make a compound butter ahead of time so its quick and easy when you actually want to make garlic bread. You can use the compound butter on all sorts of other things as well, such as putting on steaks, pasta, etc.
    >take softened butter
    >mix in fresh minced garlic, parsley, and lemon zest
    >roll up compound butter in plastic wrap and store in freezer
Will keep for a few months.
    >when time for garlic bread, retrieve pre-made garlic herb butter
    >cut vertical slices 3/4 of the way through loaf
    >stuff slices of garlic herb butter into the spaces in loaf
    >bake
I like to melt an extra bit of the compound butter to brush over the top of the loaf as it bakes.

Quick and dirty would be to put butter and garlic powder into a bowl and microwave for 15 seconds. Make some toast and pour the melted butter onto the toast.
