        Last I looked, the PPP ratio between US and Russia is about 2.6 or so. So, in constant purchasing power the Russian meal is about 11.90 or so. So, it's a little cheaper. Probably labor being the biggest difference. That's just a guess though.

        No, you moron. Higher cost of living isn't only a harm. It emerges because the region you're in is producing more value, and the reward is you can net large amounts of money there and take it to a lower cost of living region where your savings will go three times as far.
        Someone in the opposite situation in contrast would see their savings reduced to a third of its prior relative value if they took it over to the other country.
        The extra money changing hands also funnels into more new developments which further increase the standard of living and production metrics for the region you're in. It's not like some evil banker just takes the difference between Russian costs vs. US costs and then sits on your stolen money doing nothing with it while all else is otherwise kept the same.
